Engineering
By Arcforth Studio
Dark chart titled software outsourcing statistics 2026 showing the share of organizations naming cost reduction as a main reason to outsource falling from 70% in 2020 to 34% in 2024, with access to talent the top reason at 42%

01 - Key Software Outsourcing Statistics for 2026

Last updated: 31 October 2026

These software development outsourcing statistics come from the organizations that collected them: Gartner, ISG, Deloitte, KPMG, the U.S. Bureau of Labor Statistics, the UK Office for National Statistics, Stack Overflow, Nasscom and national industry bodies. We checked each figure against its source and say what it measures. Several of the most-quoted outsourcing numbers, including "20–25% of outsourcing relationships fail within two years" and "300,000 US jobs are outsourced every year", turn out to be decades old or never measured at all.

  1. Worldwide IT services spending will reach about $1.56 trillion in 2026 and $1.63 trillion in 2027, Gartner forecasts. (Gartner, Oct 2026)
  2. A record $11.3 billion a year of managed services (outsourcing) contracts were signed in Q3 2026, but that was only 2.1% growth. (ISG, Oct 2026)
  3. Application development and maintenance outsourcing fell 8% worldwide in Q3 2026, while total IT outsourcing was flat at $8.4 billion. (ISG, Oct 2026)
  4. 72% of organizations outsource application or software development. (Deloitte Global Outsourcing Survey, 2024)
  5. Only 34% now name cost reduction as a main reason to outsource, down from 70% in 2020. Better access to talent leads at 42%. (Deloitte, 2024)
  6. 67% of executives use managed or operate services, against 29% using staff augmentation. (Deloitte, 2024)
  7. The median US software developer earned $135,980 in May 2025, about 2.7 times the median for all occupations ($50,980, our calculation). (U.S. Bureau of Labor Statistics, May 2026)
  8. Median developer pay in the 2026 Stack Overflow survey ranged from $154,000 in the US to $18,802 in India. (Stack Overflow, 2026)
  9. India's tech industry is estimated at $315 billion in FY2026, with exports above $246 billion and about 6 million employees. (Nasscom, Feb 2026)
  10. 70% of executives brought some outsourced work back in-house in five years, but 65% of them brought back less than a quarter of it. (Deloitte, 2024)
  11. 55% of organizations don't track whether outsourcing delivers its expected benefits, the most common outsourcing problem Deloitte found. (Deloitte, 2024)
  12. A record 74.9 million Americans worked independently in 2026, and 5.8 million of them earned more than $100,000. (MBO Partners, Sep 2026)

02 - How Big Is the IT Outsourcing Market?

About $1.56 trillion a year worldwide, if you count all IT services. Outsourcing contracts are a much smaller slice: ISG tracks about $11 billion a quarter of new managed services contracts.

  • Gartner forecasts worldwide IT services spending of $1.56 trillion in 2026, rising 4.9% to $1.63 trillion in 2027. (Gartner, Oct 2026)
  • Total worldwide IT spending is forecast at $6.39 trillion in 2026 (up 14.5%) and $7.35 trillion in 2027 (up 15%), the first time it tops $7 trillion. (Gartner, Oct 2026)
  • Outsourcing and cloud contracts worth $52.5 billion a year were signed worldwide in Q3 2026, up 63% and the first quarter above $50 billion. Most of the growth was AI infrastructure. (ISG Index, Oct 2026)
  • Within that, managed services contracts reached a record $11.3 billion in annual value, up 2.1%. (ISG Index, Oct 2026)
  • IT outsourcing (ITO) contract value was flat at $8.4 billion (up 0.3%). (ISG Index, Oct 2026)
  • IDC's last public sizing put the global IT and business services market at $1.22 trillion in 2023, up 4.6% in constant currency. (IDC, Apr 2024)

How to read these: Gartner and IDC measure all spending on IT services, including support, consulting and implementation. ISG measures the annual value of new outsourcing and cloud contracts signed in a quarter. The figures answer different questions, so don't add them together or compare them directly.

Often misquoted: "The software outsourcing market will reach $X trillion by 2030." Most of these numbers come from paid market-research summaries that don't publish their method, and many count SaaS subscriptions as outsourcing. We left them out.

03 - Is Software Outsourcing Growing or Shrinking in 2026?

Spending on outsourced services is growing slowly. Spending on cloud and AI infrastructure is growing fast, and traditional application development outsourcing is shrinking.

  • ISG forecasts 2.1% growth for managed services in 2026, against 60% for cloud-based services (raised from 30% a quarter earlier). (ISG, Oct 2026)
  • Application development and maintenance, the largest part of IT outsourcing, fell 8% worldwide in Q3 2026. (ISG, Oct 2026)
  • In the Americas, managed services contract value fell 6% to $6.0 billion in Q3 2026, and IT outsourcing fell 7% to $4.8 billion. (ISG, Oct 2026)
  • In Europe, the Middle East and Africa, outsourcing and cloud contracts reached $14.9 billion in Q3 2026, up 56% and the fastest growth in eight years. Managed services rose 12% to $4.3 billion and IT outsourcing 6% to $2.8 billion. (ISG, Oct 2026)
  • US enterprises expect people-based outsourcing to fall from 55% to 37% of their service delivery within two years, while software- and platform-based delivery rises from 14% to 30%. (HFS Research with KPMG, Jul 2025)

Put together, the trend is a shift in what companies buy rather than a drop in outsourcing: fewer billable hours, more managed outcomes, platforms and AI.

04 - What Percentage of Companies Outsource Software Development?

72% of organizations in Deloitte's 2024 survey outsource application or software development. Infrastructure and cybersecurity are outsourced even more often.

  • 72% outsource application or software development. (Deloitte, 2024)
  • IT infrastructure services and cybersecurity are the most outsourced areas, at 77% each, followed by innovative technologies such as generative AI (75%). (Deloitte, 2024)
  • 56% outsource front-office functions and 46% outsource research and development, about 10% more than in Deloitte's 2022 survey. (Deloitte, 2024)

How to read these: Deloitte surveys executives at mostly large organizations that already buy outsourced services. The 72% is the share of those respondents, not of all companies. No government statistics agency publishes a share of all businesses that outsource software.

05 - Why Do Companies Outsource?

Talent first, cost second, at least in Deloitte's survey. Cost reduction as a main reason to outsource halved between 2020 and 2024, though KPMG's 2026 survey finds cost back on top for managed services buyers.

Main reason (2024)Share
Better access to talent42%
Increasing customer demands35%
Spend optimization34%
  • 34% of organizations name cost reduction as a primary reason to outsource, down from 70% in 2020 and 48% in 2022 (the 2022 figure ranged from 40% to 57% by type of outsourcing). (Deloitte, 2024)
  • Better access to talent is the top driver at 42%, ahead of increasing customer demands (35%) and spend optimization (34%). (Deloitte, 2024)
  • In KPMG's 2026 survey of 1,224 leaders, cost savings and efficiency is back as the most common top-three goal for managed services (34%), ahead of speed to market (25.5%). Access to talent is cited by 14%. (KPMG with IDC, Mar 2026)
  • Only 19% of managed services buyers intend to rely on low-cost talent in their future delivery, against 42% today. (KPMG and HFS Research, Jan 2025)
  • Among global capability centers in India, driving digital transformation is the top priority for 61%, ahead of reducing costs (54%). 92% aim to deliver value beyond cost arbitrage. (EY GCC Pulse Survey, Nov 2025)

Often misquoted: "Buyers rank speed to market first and cost fifth." That was KPMG's fall 2024 survey. Its 2026 survey puts cost and efficiency first again.

06 - Staff Augmentation or Managed Teams: Which Outsourcing Model Wins?

Managed, outcome-based models are now twice as common as staff augmentation, and their buyers are more satisfied.

  • 67% of executives use managed or operate services, up from 45% two years earlier. 29% use the staff augmentation model. (Deloitte, 2024)
  • 88% of organizations using managed or operate services say their outsourced services meet or exceed expectations, against 71% of organizations that don't use those models. (Deloitte, 2024)
  • 89% of managed services buyers say services must come from a new class of providers without a transactional outsourcing heritage to be effective. (KPMG and HFS Research, Jan 2025)
  • 87% of global capability centers in India plan to manage end-to-end processes for their parent companies within 12 months. (EY, Nov 2025)

For a startup the same split shows up on a smaller scale: hiring individual contractors by the hour (staff augmentation) or buying a team that owns an outcome, such as a dedicated product squad.

07 - How Much Does a Software Developer Cost in the US?

The median US software developer earned $135,980 a year in May 2025, or $65.38 an hour, before benefits, payroll taxes and recruiting costs.

  • The median annual wage for US software developers was $135,980 in May 2025. (BLS Occupational Employment and Wage Statistics, May 2026)
  • 1,687,890 people worked as software developers in the US, at a mean annual wage of $148,100 ($71.20 an hour). (BLS, May 2026)
  • Computer systems design firms, the industry closest to outsourcing, employed 515,410 software developers at a mean wage of $142,030. Software publishers employed 173,080 at a mean of $158,300. (BLS, May 2026)
  • The median was $104,300 for software QA analysts and testers (BLS) and $92,650 for web developers. (BLS, May 2026)
  • The median for all US occupations was $50,980 (mean $69,770). (BLS, May 2026)
  • Employment of software developers, QA analysts and testers is projected to grow 10% from 2025 to 2035, adding 185,400 jobs, with about 106,100 openings a year. (BLS Occupational Outlook Handbook, Aug 2026)

Our calculation: $135,980 a year is about $11,330 a month in salary alone for one median US developer. For comparison, Arcforth's Product Squad (product, UX, engineering and QA as a fractional team) is $3,490 a month. They are different things: one is a full-time employee, the other a shared team working in weekly cycles. But the gap explains why early-stage founders look outside for their first build. Our MVP cost guide compares agencies, freelancers and in-house hires in more detail.

08 - Software Developer Salary by Country

Median developer pay in the 2026 Stack Overflow survey is about eight times higher in the US than in India (our calculation).

All countries$85,296$79,610

Source: median total pay in USD by role, Stack Overflow, 2026.

  • Developers in Ukraine reported median pay of $35,800 (259 respondents, with 10.2 years' experience on average). (Stack Overflow, 2026)
  • Full-time UK programmers and software development professionals had median gross annual pay of £59,863 in 2026 (provisional), up 5.4% on the year. The mean was £69,121. (ONS Annual Survey of Hours and Earnings, Oct 2026)
  • Median developer pay rose for every role Stack Overflow charted between its 2024 and 2025 surveys: back-end up 15.1%, full-stack up 12.5%, front-end up 24% and mobile up 27.1%. (Stack Overflow, 2025)

How to read these: Stack Overflow's survey is self-selected and reports pay in US dollars, so exchange rates move the numbers. Government figures (BLS, ONS) are more reliable for one country. Salary is not the price of an outsourced developer: agency rates add overheads and margin, and no public body publishes reliable rate cards by country.

09 - What Are the Top Outsourcing Countries?

India, China and Malaysia top Kearney's Global Services Location Index, the longest-running ranking of offshore services destinations. Its 2023 edition is still the newest.

  • Major outsourcing hubs sit in the middle tier: Indonesia 29th, Malaysia 36th and India 40th of 98 countries. (Coursera, Sep 2026)

Often misquoted: "Malaysia has very high English proficiency." Its EF score of 581 is in the high band; very high starts at 600.

11 - How Big Is India's IT Outsourcing Industry?

Nasscom estimates India's tech industry at $315 billion in FY2026, up 6.1%, with exports above $246 billion.

  • India's tech industry revenue is estimated at $315 billion in FY2026 (April 2025 to March 2026), with employment near 6 million. (Nasscom Strategic Review, Feb 2026)
  • Tech exports are estimated to exceed $246 billion, up 5.6%, led by engineering R&D (up 7.7%) and BPM (up 7%). IT services exports grew 4.1%. (Nasscom, Feb 2026)
  • The industry added 135,000 net new jobs, up 2.3%. (Nasscom, Feb 2026)
  • IT services is the largest segment at $149 billion, ahead of engineering R&D ($63 billion), BPM ($59 billion), software products ($23 billion) and hardware ($21 billion). (Nasscom, Feb 2026)
  • In Nasscom's survey of global buyers, 86% of CXOs expect demand to stay stable or rise in 2026 (56% expect growth), and 90% plan to give AI a larger share of digital budgets. (Nasscom, Feb 2026)

Often misquoted: "India's IT services exports are $137 billion." In Nasscom's 2025 figures, $137.1 billion was total IT services revenue, domestic plus exports.

12 - Software Outsourcing in Eastern Europe: Poland, Romania and Ukraine

Poland is the region's largest business services hub. Ukraine's IT exports grew in 2025 despite the war.

  • Poland's business services sector exported an estimated $48.4 billion in 2025, up from $42.3 billion in 2024, a record 6.1% of GDP. (ABSL, Jun 2026)
  • The sector employs 500,500 people, about 7.8% of employment in Polish enterprises. (ABSL, 2026)
  • 2,179 business services centers belonging to 1,303 companies operated in Poland at the end of Q1 2026. (ABSL, Jun 2026)
  • Romania's IT and communications sector turned over €23.6 billion in 2024, of which IT was €17.7 billion. (ANIS, Dec 2025)
  • Romania's IT sector employed 195,929 people in 2024. IT and communications services were 25.6% of the country's services exports, and the largest services export in the first seven months of 2025. (ANIS, Dec 2025)
  • Ukraine exported $6.66 billion of computer services in 2025, up 3.2% from $6.45 billion in 2024. That is about 42% of its services exports (our calculation). (National Bank of Ukraine, Sep 2026)
  • The US bought $2.39 billion of Ukraine's computer services in 2025, about 36% of the total (our calculation). (National Bank of Ukraine, Sep 2026)

13 - Is the Philippines a $40 Billion Software Outsourcing Industry?

No. $40.3 billion is the whole Philippine IT-BPM industry, most of it contact centers and back-office work. IT and digital services is $6.1 billion.

  • The Philippine IT-BPM industry generated $40.3 billion in 2025 with 1.89 million full-time employees, 17% of global IT-BPM services headcount (up from 15% in 2022). (IBPAP, 2026)
  • Information technology and digital services made up $6.1 billion and 190,000 full-time employees, about $33,300 of revenue per employee. (IBPAP, 2026)
  • The Philippines fell three places to 12th in Kearney's 2023 index, with more than 1,000 BPO companies employing nearly 1.2 million people. (Kearney, Aug 2023)

14 - How Many Developers and Professionals Freelance?

A record 74.9 million Americans worked independently in 2026, and one in ten Stack Overflow respondents now works for themselves.

  • Full-time independents have grown 114% since 2020 and are now 22% of all full-time US workers. (MBO Partners State of Independence, Sep 2026)
  • An estimated 5.8 million independent professionals earned more than $100,000 in 2026, nearly double the number in 2020. (MBO Partners, Sep 2026)
  • One third of US independent professionals serve customers outside the United States, nearly three times the 2012 share, and nearly 8 in 10 say AI complements their work. (MBO Partners, Sep 2026)
  • 10.5% of respondents to the 2026 Stack Overflow survey were freelancers or sole proprietors, up from about 4% a year earlier. (Stack Overflow, 2026)

Often misquoted: "Freelancers out-earn full-time employees." It came from one 2025 freelance-platform survey, and we couldn't confirm it from an original source, so we left it out.

15 - Why Do Software Outsourcing Projects Fail?

Mostly because of how the buyer manages the work, not the vendor's code. The most common problems in Deloitte's survey are internal.

ProblemShare
No tracking of whether benefits are realized55%
Inadequate change management53%
Poor integration of vendor services with the operating model47%
Poor vendor performance during transition46%
Poor contract and contract-change management38%
Poor vendor performance management38%
Poor vendor relationship management36%

Source: Deloitte Global Outsourcing Survey 2024.

  • 52% of large US enterprises are adding renegotiation clauses tied to economic or policy triggers, and 41% are breaking large contracts into smaller, modular scopes. (HFS Research with KPMG, Jul 2025)
  • Poor software quality cost the US at least $2.41 trillion in 2022, and accumulated technical debt is about $1.52 trillion, the Consortium for Information & Software Quality estimates. These are modelled estimates for all software, not outsourced software. (CISQ, Nov 2022)

In our experience the fix is the same at startup scale: agree how you'll measure the outcome before the work starts, and ship in short cycles you can check. We wrote about that in cutting MVP scope and shipping without breaking production.

16 - Are Companies Bringing Outsourced Work Back In-House?

Some of it, selectively. Most companies that insourced moved a small share of their work and still use outsourcing for the rest.

  • 70% of executives brought some outsourced scope back in-house in the past five years. 65% of them insourced less than a quarter of it, and only 13% more than half. (Deloitte, 2024)
  • The main reasons are better control over quality and performance (68%) and building strategic capabilities in-house (64%). (Deloitte, 2024)
  • Among organizations exploring more insourcing, 82% say their outsourced services meet or exceed expectations, so insourcing is mostly not a reaction to failure. (Deloitte, 2024)

Often misquoted: "70% of companies are quitting outsourcing." The 70% insourced some scope, usually a small part of it.

17 - Which Outsourcing Statistics Are Wrong or Out of Date?

Several of the most-quoted numbers come from surveys 20 or more years old, or from no survey at all.

"20–25% of outsourcing relationships fail within two years, and 50% within five"

Usually credited to Dun & Bradstreet as if it were recent. The oldest record we found is a 1998 report on D&B's Barometer of Global Outsourcing, a survey of 1,036 businesses in Europe and North America: 24% had terminated an outsourcing agreement in the past two years, mostly over poor performance and coordination (Springfield Business Journal, Oct 1998). By 2001 it was being retold as 20 to 25% failing "in any two-year period" (Carnegie Mellon University, Nov 2001). We found no source at all for the "50% within five years" half.

"300,000 US jobs are outsourced every year"

This traces to a remark by US Labor Secretary Elaine Chao in September 2004 that about 300,000 jobs had moved abroad "in the past year" (Associated Press, Sep 2004). It was one estimate for one year, with no published data behind it, not an annual statistic.

"78% of companies are satisfied with their outsourcing provider"

We traced this to Deloitte's 2016 outsourcing survey. Deloitte no longer hosts that report, so the figure can't be checked against the original, and it is ten years old. The 2024 survey splits satisfaction by model: 88% for managed services users and 71% for others (section 06).

"70% of companies outsource to cut costs"

That was Deloitte's 2020 figure. By 2024 it was 34% (section 05).

"The Philippines is a $40 billion software industry"

$40.3 billion is the whole IT-BPM industry. IT and digital services is $6.1 billion of it (section 13).

18 - Software Outsourcing in the UAE and Dubai

Dubai's tech base is growing fast, and the UAE is investing to attract developers and digital companies.

  • Dubai International Financial Centre passed 10,000 active companies for the first time, reaching 10,018 at the end of June 2026, up 30% in a year. (DIFC, Jul 2026)
  • DIFC had 1,933 AI, fintech and innovation companies at mid-2026, up 39%, after adding 361 in the first half. (DIFC, Jul 2026)
  • DIFC's workforce grew to 50,200 professionals in 2025, with 4,122 new jobs, up 9%. (DIFC, Feb 2026)
  • The Dubai Chamber of Digital Economy helped 1,690 digital startups set up or expand in Dubai in 2025, up 39.7%. 75% were global companies. (Dubai Chamber of Digital Economy, Jan 2026)
  • The UAE Digital Economy Strategy (April 2022) aims to double the digital economy's share of GDP from 9.7% to 19.4% within 10 years. (UAE Government, 2022)
  • The National Program for Coders (July 2021) aims to attract and train 100,000 coders and establish 1,000 digital companies within five years, with Golden Visas for top international coders. (UAE Government, 2021)
  • Freelancers can get a five-year, self-sponsored UAE Green residence if their freelance income over the previous two years was at least AED 360,000. (Federal Authority for Identity, Citizenship, Customs and Port Security, 2026)

Often misquoted: "The UAE has given Golden Visas to 100,000 coders." 100,000 is the programme's target. We found no official count of visas issued. Also, the Dubai Chamber's 1,690 "startups" are companies it helped set up or expand, three quarters of them global firms, not new Dubai-founded startups.

19 - What These Numbers Mean If You're Hiring a Development Team

Four things stand out for founders and product leaders choosing how to build:

  1. Talent and speed matter more than hourly rates. Cost has fallen from the main reason to outsource to a minority one in Deloitte's survey. The cheapest rate card rarely decides whether a product ships.
  2. Buy outcomes, not hours. Buyers of managed, outcome-based services are more satisfied (88% against 71%), and staff augmentation is now the less common model.
  3. Most failures are management failures. Agree the measures of success up front and check them every cycle. More than half of companies don't.
  4. Keep ownership. Companies insource to regain control and build capability, so make sure you own the code, designs and decisions from day one.

That is how we run our own engagements: a dedicated product squad with weekly releases, software product engineering for larger builds, and forward deployed engineers who work inside your team. Skalix AI is one example. For the founder-side numbers, see our startup statistics and AI adoption statistics.

20 - How We Collected These Numbers

  • Original sources only. Every figure comes from the organization that collected the data: government statistics agencies, research firms, industry associations and companies publishing their own surveys. We didn't use stats roundups or paid market-size summaries.
  • Checked against the source. On 31 October 2026 we opened each source through its publisher's own page, file or official data API and confirmed the number and wording. Figures we could only see in search snippets or third-party copies were left out.
  • Newest editions. We used the latest release of each report: the BLS May 2025 wage data, the 2026 Stack Overflow survey, the October 2026 Gartner forecast and the Q3 2026 ISG Index.
  • Our own math is labeled. Where we divided or compared figures, we say "our calculation".
  • Forecasts are labeled as forecasts. Gartner and ISG projections and the UAE's targets are not measurements.
